My guess is there is no such directive from the very top. Instead, it is much to do with the high reward system drawn out by respective local groups to pay informers.
As you mentioned, foreigners are easy to spot
& with a bit of hint they are readily to pay their way out of trouble. I believe if GA just target only those local, 30% will pay while 70% would rather choose to eat sponsor rice
