Residents fuming over ‘problematic lifts’ at HDB block in Punggol
By Faris Mokhtar Published: 7:59 PM, June 19, 2017 Updated: 8:05 PM, June 19, 2017 SINGAPORE — For the past year, elderly residents of Block 621B, Edgefield Walk in Punggol - which comprises mainly two-room rental flats and studio apartments - have had to endure faulty lifts. Last Saturday (June 17), both lifts were out of service for half a day - from noon to midnight. In response to queries, Pasir Ris-Punggol Town Council chairman Zainal Sapari revealed that the lifts were among the batches installed by Sigma - the lift maker that has been suspended from tendering for new contracts since October 2015 because of poor performance. Residents in the 256-unit block, most of whom are elderly, told TODAY that the faulty lifts have been a recurrent problem, despite the constant repairs by technicians. Some of the issues include the doors shutting too quickly before residents can enter or exit and the lifts stopping abruptly. Retiree Atmee Saini, 67, who lives on the 13th floor, got a shock when the lift doors opened suddenly after coming to an abrupt stop on the sixth floor last Saturday. She and her 14-year-old grandchild had to take the stairs, an exertion that left her breathless by the time she got down to the ground floor. Another resident Madam Geetha Kaur, who said she has asthma, recounted that she had trouble getting to her third-floor unit when both lifts were down. The 54-year-old who works in the childcare industry said: "Whenever it's faulty, we call, they repair and it becomes faulty again. There are quite a number of elderly residents living here and they have to climb up the stairs when the lifts don't work." Meanwhile, aviation police officer Zahar Kairan, 47, worries about emergencies happening when both lifts are down. Faulty lifts leave Bukit Batok residents fuming
Lifts installed by Sigma Elevator at Bukit Batok's Skyline II estate have broken down about seven times between May and this month Isabelle Liew Jun 23, 2017 06:00 am She moved into her new five-room HDB flat on the 35th storey of Block 296C at Skyline II in Bukit Batok last Saturday. But each time Madam Soon, who is six months pregnant with twins, wants to use the lifts, she wonders if they will work. The four lifts in the 38-storey flat have broken down about seven times between May and this month. It has left residents disappointed and frustrated. Lifts A and B serve the ground floor and the 21st to 38th storeys. Lifts C and D serve the ground floor to the 20th storey. Whenever Madam Soon, 33, a researcher, takes the lift, she will message her family group chat as a precaution in case she gets trapped inside. She has seen two lift breakdowns. She told The New Paper on Wednesday that she couldn't go to work the day before because the two lifts were not working. She said: "It's dangerous for me to walk down the stairs (due to my pregnancy)." The lifts at Skyline II are from Sigma Elevator, which had been banned from tendering for new HDB projects since October 2015 due to poor performance and installation delays. Said Madam Soon: "HDB has banned Sigma lifts and we're unlucky they managed to get the tender for this project before that. What if the lift breaks down when I'm inside and I go into labour?" Bukit Batok Member of Parliament, Mr Murali Pillai, told TNP he shares the residents' concerns and will be monitoring the situation closely. He said lift A was shut for maintenance on Monday night and on Tuesday morning. Lift B broke down resulting in both lifts being unusable. MAINTENANCE CYCLE He said: "I have asked HDB to consider shortening the maintenance cycle time to reduce the chances of both lifts not being in operation." Lift plummets four floors, fractures woman's leg

The lift they were in had plummeted four floors at Block 542, Jurong West Avenue 1. The impact left Mr Zulkiffle’s sister, who is in her 30s, seriously injured with a fractured leg. Three other family members in the lift, including his 10-year-old niece, also sustained cuts and bruises. Mr Zulkiffle, 48, told The New Paper that he was just stepping out of the lift when there was a “loud snapping sound” and the door closed on him. “I was stunned. Luckily, my brother-in-law pulled me back in, or else I would have lost my leg. Suddenly, the lift dropped, it was so fast that we were not prepared at all,” he recounted. “Before I knew it, we were below the ground level. My sister was crying out in pain and her leg was badly injured.” Mr Zulkiffle said the lift had gone below the first floor and about a third of it was “underground”. Fearing that the lift would suddenly move again and anxious to get help for his sister, Mr Zulkiffle pried open the lift door. He and his brother-in-law then carried her out of the lift, where other family members were waiting. The Singapore Civil Defence Force told TNP that it received a call for assistance at 9.40pm and no one was trapped in the lift when they arrived. Mr Zulkiffle’s sister was taken to Ng Teng Fong General Hospital. Responding to TNP queries, a spokesman from the Building and Construction Authority (BCA) said that it was told of the incident on Sunday morning. Responding to media queries, the town council spokesman said it "deeply regrets" the incident and confirmed that lift D at Block 542, Jurong West Avenue 1, will remain out of operation until the cause of the accident has been verified. The woman in her 30s, who fractured her leg, was with her husband, 10-year-old daughter, brother and brother-in-law on Saturday night. Her brother, Mr Zulkiffle Saad, 48, told The Straits Times they were visiting a relative for Hari Raya. Lift that caused man's fatal fall had history of being faulty
Shaffiq Alkhatib, The Straits Times Aug 02, 2017 04:40 pm In the months leading to an elderly man's fatal fall, there were six instances where the lift floor was not level with the lift lobby floor when the doors opened at Block 247, Pasir Ris Street 21, the coroner's court heard on Tuesday (Aug 1). On May 15 last year, Mr Lim Hang Chiang, 77, fell backwards and hit his head after reversing his mobility scooter out of the lift without noticing that its floor was about 13cm higher than the lobby floor. He died the next day in hospital. On the second day of an inquiry into his death, Building and Construction Authority (BCA) investigation officer Winson Lee, who took the stand, said the six earlier "mislevelling" incidents took place between December 2015 and March last year. He told State Coroner Marvin Bay that the BCA launched an investigation after the fatal incident, and found out about these instances following complaints residents had made to Pasir Ris-Punggol Town Council about the lift. Mr Lee said the town council had received such complaints once a month between January and March last year. The BCA then conducted an in-depth investigation and viewed closed-circuit television (CCTV) footage of the area. He said the levelling problem took place "intermittently" and no one was injured in the earlier cases. The problem was either auto-corrected with built-in recovery mechanisms or rectified after technical repairs, the court heard. CCTV footage of the fall was played in court yesterday, showing Mr Lim riding his mobility scooter into the lift at the 10th storey. Two more men entered the lift before it went down to the ground floor. Mr Lim was the first to leave the lift and, due to the uneven ground, his mobility scooter toppled over and he fell. The two men rushed to help him and he was seen waving his hand around as he lay face-up on the floor outside the lift. Mr Lim re-entered the lift minutes later with his mobility scooter and got out at the 10th storey. There was no "mislevelling" problem when he exited the lift. His family members later took him to Changi General Hospital, where he threw up thrice before falling into a coma. According to earlier news reports, CT scans and an X-ray showed he had a cerebral haemorrhage and the internal bleeding affected half of his brain. He died in the early hours of May 16. Sue the lift maintenance company ; sue the town council and sue the MP in charge of that block .All sleeping on the job until someone died . This death could have been avoided in the first place.

Lift issues continue to plague three Punggol West estates
The ward’s MP Sun Xueling has submitted recommendations to HDB and will meet the agency next week By Alfred Chua Published: 7:30 PM, September 1, 2017 SINGAPORE — After an overall decline in lift-related complaints in Punggol West since last October, “unacceptable” incidents have cropped up again at three estates, prompting the ward’s Member of Parliament Sun Xueling to take matter up with the Housing and Development Board (HDB). “It is unacceptable that a lift technician is nowhere to be found for 3½ hours. It is also unacceptable that right after servicing, the same lift breaks down again the next day,” Ms Sun, a Pasir Ris-Punggol group representation constituency MP, wrote in a Facebook post on Tuesday. She was referring to the issues “plaguing” Punggol Arcadia, Punggol Regalia and Punggol Residences. After going through the lift issues with the town council, Ms Sun sent findings to the HDB on Tuesday and made two recommendations. She suggested having a lift maintenance team on standby, to “step in when the lift contractor is unresponsive or has shown itself incapable of rectifying faults”. The second suggestion is tougher action against the lift contractor, Sigma. HDB needs to “hold the contractor accountable for the current unacceptable state of affairs and for the lift contractor to provide concrete steps to rectify (the problems)”, she told TODAY. Residents at the three estates said they have encountered lift doors that do not shut properly, unresponsive lift buttons and lifts that abruptly stall, among other issues. Ms Sun said that lift complaints for Punggol West had halved since last October, but complaints for the three estates within the ward have gone up by 30 to 50 per cent in the past two months. She said she will be meeting the HDB next week.
