I haven't mongered heavily in Vung Tau for 4-5 years, but back then prices at bars were typically 1m LT (accepted by most that went with customers), with prices higher in HCM at around 1.5-2 (if they went LT at all). So while I'm sure prices have increased since then, 3m sounds on the high side.. 2.5m was more likely agreed to as it's a good rate, not because it was late

Anyway just posting this as a guide for others, there's surely room for negotiation. Unsure about massage/KTV prices in Vung Tau.
