gov don't need to close down, just need to tighten the control on the license and reject good quality WL. Do you notice that the quality of the WL drop a lot compare to few years ago? The brothel cannot survive is not govt problem, don't expect them to come for the rescue, i.e. buy over the business.
Land is so precious in that district. Not surprise there is plan to move red light to another place. May be there is plan for state of the art red-light floating district aka red-light Titanic, between Sands and Sentosa. These casino operators can ran the brothel, another welcome income to them.
