Why decades ago? Now still have PDMM. Officially they cannot work for the first year. Unofficially, there are places where they can be ML.
There are also a lot of bored ladies with a child in an International School in SG. When they first came over, they thought they can go back to China during school holidays. With Covid, they have not been back to China since Dec 2020.
