I must say I looked into this before. Not to be a wet blanket but these were the problems I faced
- girls are aware of scams in the region and are scared of travelling especially if they don't know you.
- The kind of agent you are looking for seems quite rare? If they send girls for social pass and ktv I think they may want some kind of commission which is a totally different system from you. Further these agents usually have girls in the fl trade, not completely fresh newbies.
One thought I have is to try to find fb groups advertising overseas jobs on Facebook (in the local language). Girls there would be more open to travel but as for how u verify they are (1) not fl in disguise (2) scammers would be up to your skill. Alternatively travel to Yangon and try to make friends (risky due to the current situation).

Edit: I also responded to your post here and not Hanoi because I think viet may be harder. The viets have a very robust sugar scene. Why would they want to take the risk and come over unless u pay a significant premium? Myanmar maybe more likely as I can understand if some just want to get the hell out of the country.
