I was in Shanghai recently and didn't have any problems found it came to me.
Staying in the South West of the city near the Shanghai Expo centre and the Cao Bu underground station about 6 stops from the people Square.
Stayed in the TianLin hotel on Tian lin Road I had several experience during my stay
1.
Any saw lots of the hair dress shops that did extras could tell the shops by 30 / 60 price splashed on the window and no one getting a hair cut. tried a few but only offered a HJ prices varied a bit between 50 and 300.
2. Sauner in Tian Lin hotel 2nd floor. when here for massage and ended up with a FJ. when in and changed 1st went for the Juccuzi which was huge then a stint in the sauna after which I went to a room and was introduced to a girl early to mid 20's for the massage question pop up straight up and beat the price down to 500 she give a give so so service with a quick Bj and straight to the FJ with her on top. Service ok but felt rushed.

Tried the KTV in the Tian Lin Hotel 3rd floor but gave up as the girls were to expensive 1000 plus and to pushy for me. but offered Full Service etc but at price

My next encounter was being rung up at 7am on a sunday morning by a girl asking if I was interested. no problems took a chance after beating her down to 500. got a girl mid 30's and a very plain service no BJ only FJ but OK nothing special.

I have been run up several times and when I have accepted been get a varity of girls some nice 20's and the service varies as well sometime really good sometimes not so good. pot luck really as to what you get but can generally get a cheap price.

Picked up a Bar Maid from the Local bar around the corner from the Tain Lin hotel. spent the night with her fantastic service cost nothing and as they say the best things in life are free.
I have since been back since that trip and the bar maid has gone back home and I am working on her replacement. Most of the expats I know there seem to have local girl friends and from the service you get from a local Pro's your better of finding a local girl if you there for any lenght of time.
