There is a fuck shop (L20**) here who rotates their WL on a regular basis inorder to get a cut of the share of the monies the WLs pay to their agent for coming to GL to work. In other words, they will bring in new batch of WL and kick the existing batch out. This is what I classify as under table deal which is a loop-hole the AV has not plug todate.

Those WLs without houses can apply to join other houses but provided the OKTs of that houses they choose to join accept them. Good example like Amy and Qian Qian who were originally supposed to work in L1658A but were accepted by L1654A because L1658A boss lost his licence.

Brudder, CID does not in-charge of the GL prostitution affair. It should be handled by AV which is a subset of Police Department/Ministry if Home Affairs. AV also in-charge of H/C and KTV activities.
