BIG difference.
Shaving only remove hairs from the surface. Hairs grow out in obvious lengths after1-2days. Regrowth can be pricky, itchy and thick.

Waxing pulls the hair out from its roots. Skin stays hairless for about a week before seeing some baby hairs surfacing. Regrowth is more fine and thinner than the usual hair.

Shaving won't hurt unless you over-shave your skin and cut yourself. Waxing hurts all the time, especially your first time.

Both hair removal methods can cause ingrown hairs.
