Tax dollars and the economy is one consideration - the other thing of worry is of course China's penchant for "face."
I really don't think that China would want to even have the slightest International reputation as a "Sex destination" and the fact that Chang Ping is now literally flooded with mongers from all over the world gives me pause.
Hainan was building up such an International reputation as a mongering destination a few years back - and the crack-down there was not only severe and swift, it is permanent. Same thing with Zhuhai - just too much International exposure/news.
