For up, it is based on their reputation points. See below link, I only have 4 points so could up you 4 only. Ebonkie got 13 points, as a Premium member his points will be double which is 26.

the amount of points added will be same as your reputation power (i.e I can add 7 points to you), but deduction will be half of your reputation power, rounded up (i.e I can deduct 4 points from you)
