If a key is needed to unlock it then yes its illegal. If its those push lever open types then no problem

Handcuffs are illegal for civilians in Singapore.

But thumbcuffs are not! You can go to SPF site, there is a PDF file listing what are illegal in Singapore e.g. retractable batons, pepper spray, double edged daggers, bayonets etc.

I dun tink so...... my understanding is all types of handcuffs are illegal unless you are authorised to be in possession on it. Even so..... it depends on those in charge whether offence or not. If they really want to ahniania you..... even those pvc cable ties that are freely available in hardware stores can also be deem as illegal unless you can give a satisfactory explaination why they are in your possession.

The gahmen really boliao...... colourful plastic toys like guns, handcuffs, nanchuks are considered as illegal. They dun know how to show flexibility and just follow the law blindly.
I personally saw policemen confiscate from 6-7 yr old boys who were playing at the playground with colourful foam nanchuks which their maid had bought for them from kiddy palace. For fuck sake.... these are toys and will not hurt anyone.
